The EU Member States are currently governed by the Transfrontier Shipment of Waste (EEC) 259/93 Regulations. The procedures laid down in these regulations work fine as they have done since their implementation in 1994, but the European Commission is proposing to alter the 259/93 Regulations with a revised set of regulations - Proposed Commission Transfrontier Shipment of Waste Regulation COM(2003)379Final. These proposed regulations contradict many of the regulations laid down in the OECD Decision C(2001)107/FINAL, which the European Commission is supposed to observe when writing and implementing their own laws. The Transfrontier Shipment of Waste Regulations cover virtually all types of waste shipped between countries that have ratified the Basel Convention.
Wastes that pose the lowest threat to humans and the environment are designated as Green-listed waste, which have the least controls.

Wastes posing a medium threat to humans and the environment are those that contain noxious chemicals or poisons, which fall onto the Amber waste list and a subject to a much more stringent set of procedures – Notification, guarantees and insurances, tracking and auditing.

The Red waste list covers PCBs (Poly-Chlorinated Biphenyls), Asbestos and other “nasties”, which are the most hazardous to humans and the environment and therefore we do not deal with any such waste.
